Harvesting from Scout Reports

   When a scout report comes back from a resource square you can't click on the cordinates and send caravans to harvest. Conversely, if you send a diplomat unit to a city, you can click the name of the city and send the army directly from the report.
Any chance the behaviour can be changed to match the "Send army" behaviour?

Whilst I realise that players later on in the game will likely have more caravans to commit and just use them. When trying to conserve caravans in the early game, this would prove quite useful.
