   Yes, Guild Bureaucracy is just 10 more city wide. 

Here's the path: I have 3 level 20 Miners Guilds and a maximum allowed total of 120 Miners. I was able to recruit 20 per Guild for a total of 60. Guild Record Keeping allows only one Guild building to recruit twice as many for a total of 80. Guild Administration allows 10 more for each Guild building for a total of 110. The maximum number I can recruit, after Guild Bureaucracy is 120, therefore it only adds 10 more total, across the board.
