As I stated, the rule is as I said earlier. Sharing accounts and giving them away is against the rules.
This is a rule that exists, created by Illyriad Games Ltd. This is confirmed by GM SC and relayed to you by me, right now, in this post.
I don't just make these things up for fun and post them for no reason. If I didn't know better I'd say you guys don't trust me or take the things I say seriously. :) (That was a joke.)

If Saromir wants to give his towns to his alliance he could find a sitter in his alliance. The sitter can organize the plundering / capturing / razing or whatever as the alliance wants it, and at some point stop to do anything for the de facto abandoned account. After some weeks or months of inactivity the system will clean up what is left. If Saromir has unused prestige he can deposit it in the alliance pool, problem solved.

There have been some very clearly defined transfers of accounts from person to person that the devs were aware of, in at least one case even performing a gender change to the account to match the new owner. (That was quite some ago, back when Illy was much smaller.)
So clearly at one time transfers of accounts from one person to another were allowed. I am pretty sure even Luna said at one time or another during her tenure that it was allowed. However, now it seems to be not allowed.
So I'd like to clarify:
1) Is it correct to say that transfer of an account from one player to another is never allowed?
2) When did this change?
3) What about accounts that were transferred in the past, when this was allowed?
4) If you are willing to give a rationale for the change, I'm interested in hearing it.
To make it clear, I do not have an opinion one way or the other about this. As someone who often answers questions, I just want to make sure I have my facts straight.

Actually Luna i can say account transfer was allowed explicitily for long time if you have no more than 2 accounts. I can remember events like those since i joined this game near 2 years ago with GM involved too. Now they might be all against rules, and you have the rights to changes rules as you like, but i agree with Rill some clarification would be approciated.

I guess the point is... you can't change past allowances because someone new comes on board, this just makes for uncomfortable situations.

I don't get why this is so hard to understand. What has happened in the past is NOT allowed anymore. Sharing passwords and giving away accounts is now against the rules. So that means you cannot do it anymore. Simple as that.
And as with all things GMs have the final say. If a GM allowed it once before then it was allowed for that one time only. You cannot bring up past instances and say they are still in the rules when a GM has expressed they are now against the rules.
As with anything you disagree on send a petition expressing your reason and see what they say.
I asked a gm last year or the start of this year if I can give away my account and they told me it was against the rules.

As a personal thought...
When I started playing Illy a couple of years ago, everything was pretty informal. The GMs were laid back and reasonable, and as a result people took liberties. And I don't mean "people" as a way to point fingers at other folks - I, too, became involved in that.
Before I played Kurdruk, I had another a/c, which I got bored with. So I stopped playing and restarted as Kurdruk. A while later I happened to mention to someone that I had another account that I didn't use or care about. "Oh, can I have the password - X wants another account...?" I figured "yeah, why not?" That account then went through several owners, and ended up being used in a somewhat questionable way (it was the "leader" of a mid-sized alliance, and very few people knew that it wasn't a real player - I knew, but had no idea who was really behind it.)
This is just one example. My point (if I'm not rambling too much) is that as Illy has grown, the GMs have had to tighten up on a few things. The Bitter Sea was deleted, for example. Transfering accounts is now frowned upon. Swearing in the forums has been clamped down on.
Most people being reasonable = a few people not being reasonable, and as Illy grows that becomes more and more people. It's kind of weird to think of it this way, but maybe the GMs have to be less laid back simply because there are more players - i.e. because Illy is more successful.
