Alliance towns which will be played like sitter system work and only
these towns can make t2 troops and can be razed captured , the rest
individouals towns can build only t1 troops and can not be razed
captured , each alliance town have a radious that take taxes from the
individouals towns regardles if its in the same alliance or not whith in this radious could give some bonuses or negative efects to all towns in the radious |

these towns could replace hubs from trade prespective. but with the ability to thieve them . and the taxes would go to the alliance

Also these towns could have spetial building that would give negative or positive effect within the radious
Or Set edits that affect the radius like boost troop prodaction or food or craft prodaction
