Will these herbs appear on sov'd squares, or within reasonable sov range of towns? If so will gathering interrupt normal sov, or like gathering have no effect?

While there is no way of knowing what might happen or how people might use new game features, I foresee a possible future in which this development might make Chancery of Estates extremely valuable, if for example it became a community standard that harvesting such resources on sovereign squares was discouraged.  People might start claiming wide swathes of sov to use as "farms."

Could get very interesting.

Agreed, and isn't harvesting resources on someone else's sov. already discouraged? 

They say there will be less than 100 of each item, and 30 items are on the table at the moment. Less than 300 squares out of, what? 1,000,000?

I totally agree! Some of us have spend a lot of time and resources to fine tune our cities and don't have any free building plots left.

In dev blog it is hinted, that new armories, herbalist buildings and so on will be needed... So if I want to gather silverthorns from every city I own, I would need to build herbalist in every town? A waste of space I think... Couldn't my regular armory handle all kinds of metal? And my tannery all kinds of hides... Couldn't regular buildings be used to recruit miners, herbalists, hunters,... Perhaps all of these could be recruited from market place.

In dev blog it is also written, that obsidian will be on very few places and concentrated in one region of Elgea. What if that region is on the other side of the map? Some alliances are territory based, would that mean that some alliances just can't get obsidian? In my opinion that would be unfair.

The buildings seem to be designed and set. I would assume it's too late to change that. 

The scarcity of these items is the point. "Friction" indeed.
