the forums must lack drama for this to have been controversial.
1)  definition 2 is closer the meaning i had in mind.
2)  "territorial" in this case refers to our policy on encroachment, posted on our alliance page.
3)  anyone with a material interest in the matter is free to igm me.  others will have to curb their curiosity while the situation develops.  the notice was posted here as information to uninvolved parties who might otherwise ship to the city unaware; eCrow has no interest at this time in conducting diplomacy via the forums.
