I figured it could also be the draft animals, such as mules and oxen(it says "livestock", not neccessarily cows) used to pull the equipment.
Helping people out in hard times - even when you don't like them - sometimes brings good karma from the wheel of life. Not often, but sometimes. Anyway. Here's 220 Iron.

I was looking at this again, and I realized it could have been a nod to Settlers of Catan, as well as to Monty Python.  After all, who amongst us hasn't squished sheep into brick or stone?  LOL

Yes indeed, it's the leather used in the construction of the ties, tethers and other sinews of the mechanism.

Although, you can glean elements of an alternative answer elsewhere ;)

Well, I suppose those are both good answers.  But every time I look at that recipe, I see a cow flying over a castle wall and heading straight for King Arthur.  LOL

perhaps their hides(leather) is used to wrap around the siege blocks.
Or cows need to be eaten by the workers who are working on the siege blocks as normal food(grain) is not good enough for those workers.
