Player-driven extinction-level
events are not permitted.
You cannot kill every single animal of a particular type and, as stocks get too
low of a particular creature type, small groups will respawn in their preferred
environment. This is not to say, however, that players cannot nurture or
repress populations, or encourage natural migration movements in certain
directions; you certainly can. We're just not allowing you to kill
off all my Mammoths, forever
so. . .I-SPEW not only is a terrible acronym, but also is unnecessary.

I think any attempt to form a consensus and establish an NPP, and to then regulate and monitor the area, will require excessive amounts of work with little assurance that it will pay off.
A more efficient idea would be to establish "Hunting Seasons," formed via consensus and proper communication between players in their respective regions. Basically, players in an area will have a rotation of seasons during which certain species are targeted for hunting, and others are left alone to repopulate. Players could be assigned to monitor a specific block of the region and passively track the population while looking for illegal armies headed towards the current protected species.
Even if everyone does not uphold the rules, there is far less management involved and the idea is more likely to appeal to a wider group of players (since it does not demand that players forfiet nearby land.

I think the stated goal of I SPEW would be to nurture (and/or prevent repression of) specific species. This would be consistent with Stormcrow's post.

There used to be lots of Golden Monkeys in the Elijal jungles. But they are almost extinct in Elijal since animal migration was introduced back in April.

So for those who feel like "protecting" the animals I am going to kill as many as I can of any specie that I can! Soon they will turn on us and I, for one, will be happily living in my fur lined, animal free castles!
