I think any attempt to form a consensus and establish an NPP, and to then regulate and monitor the area, will require excessive amounts of work with little assurance that it will pay off.
A more efficient idea would be to establish "Hunting Seasons," formed via consensus and proper communication between players in their respective regions. Basically, players in an area will have a rotation of seasons during which certain species are targeted for hunting, and others are left alone to repopulate. Players could be assigned to monitor a specific block of the region and passively track the population while looking for illegal armies headed towards the current protected species.
Even if everyone does not uphold the rules, there is far less management involved and the idea is more likely to appeal to a wider group of players (since it does not demand that players forfiet nearby land.

But. . .Animals cannot go extinct right now. . .No matter what you think you can do. . .
From GM Stormcrow in ‘major release 22apr12’
Player-driven extinction-level
events are not permitted.
You cannot kill every single animal of a particular type and, as stocks get too
low of a particular creature type, small groups will respawn in their preferred
environment. This is not to say, however, that players cannot nurture or
repress populations, or encourage natural migration movements in certain
directions; you certainly can. We're just not allowing you to kill
off all my Mammoths, forever
so. . .I-SPEW not only is a terrible acronym, but also is unnecessary.

Likewise Farra Isle and the Windseeker's islands shall be a safe haven for the legions of hungry caterpillars. It can only be wished for that some day they can be domesticated, and grown into an army of poisonous Mothras.

How does the Illy community feel about killing animals to save animals?
There is a *slight* Crawler problem down South.....

With regard to the OP, I think this is an interesting question. Rather than having a big organization, it seems to me that individual players in an area where they wish to protect species could claim large areas of sovereignty and then request/expect that other players would not hunt there. This would have the same effect as I SPEW without creation of a bureaucracy.
While I might be personally concerned in an abstract sense about the availability of gharials and/or alligators, they do not occur in areas in which I have cities, so I don't know that my opinion really matters much.
As a resident of the northeast, I am concerned about the fate of the rare Tamarin Tiger (also called the white tiger). So far fortunately animal parts from these creatures have no known uses, so overhunting has not yet been a problem. However, I have already started a protection organization, Save Tamarin Tigers Order of Protection (STTOP) to safeguard their welfare. So far as I know, I am the only member. Anyone who is interested, please contact me.

There is no shortage of alliances in Illyriad. New ones spawn every day and there is not much hunting to control their numbers.

It would be nice to see the animals restricted from wandering until their initial spawning area can no longer hold their numbers... e.g. Alligators only spawn in the Wolgast swamp - that is, until their numbers reach a max (like 10k or so) and then they continue to spawn and migrate. I find it very odd to see some creatures way outside their own spawning location... (:P) This would be a nice feature, though I know it wasn't what you had in mind.

The last thing we need in Illy is another "established legislative body" telling people how to play and using force. Though I see the idea behind this in context with your whole proposal, I still disagree.
Furthermore, I highly doubt the Dev's would allow some creatures to be completely eradicated from the game. (oh wait, those poor, poor muskrats.... *sigh*)
EDIT: I am not casting a vote in this (above)
