It turns out that even if a player has no defending diplomatic troops in their town, it is possible to detect an enemy's presence.

In a test I did, 25 scouts were sent to another town (one of mine) 1 at a time.  The defending town had NO scouts in it, and therefor it would be logical to assume that all scouts would pass undetected. however, 3 of them failed to complete the mission fully, and 1 didn't return at all.  This suggests that the GMs have added a slight element to the game that allows for the detection of enemies without any defenders.  However, there is no telling what it is (it might be the consulate, counter intelligence research, or other diplomacy units) and it is certainly not a good idea to put any trust in it, as 4 out of 25 units failed, and each mission only had 1 unit.  100 units would have a much better chance, their odds would increase 100fold, so in 25 missions .04 would fail.  Do 2500 missions, and you might lose 3 or 4 of them.

There is always a chance of mission failure - it is random.  There are things each side can do to impact the overall odds of success/failure.  But there is always a chance of failure.

Did the city that was hit by scouts get a report saying who the scouts came from?  And had you studied Interrogation?

Rill, I would expect that a city with no defending diplos will only receive the "suspicious persons" report.  

Counter-Intel requires defending diplos, I believe, and this allows the defender a chance at a report that describes the killed units by number and unit name (e.g., agent, ranger).  

And then the Interrogation tech allows the defending diplos a chance at a confession identifying the attacker by name.  But my understanding is that both those techs require defending diplos to have a chance of working.

The defending city had both of those techs researched, but yes, TD is correct in assuming that that city was not able to find out who the diplomats came from, only to either note their presence or to capture them only to have them escape/die in the torture room.

SS - so you captured diplos who died before confessing without having any defenders in the city?

Refresh my memory, that type of report...does it tell you #'s and unit description?
