We agree, and they're on the dev path (as are Trade Commanders), but further down the road.

If you have diplo commanders would that limit you to the number of missions you can send out at a time like armies
Currently if you have 200 diplomats you can send 10 lots out of 20 each.
It's nice not to worry that if you do 2 diplomatic quests and you have only 2 diplomatic commanders you won't be able to send out any other missions.

Super Diplomats? Did I hear Super Diplomats? Super Diplomats do sound like a diplomatic unit that does all the functions of every other diplomat. They could just tag along and give bonuses. But then... runes. Runes screw this idea over soooo bad.

A diplo commander that has less upkeep then its equal? I'd take it anyday.

This could be really cool and add a lot of strategy to diplomatic units. For thieves you could increase the amount each one steals, maybe slightly increase the odds of stealing advances resources or the odds to steal more advanced resources and possibly make it so they had better defense against other thieves. So maybe each rank could count as one extra thief in you city or something.
You could do the same for scouts and spies too and make it work the same for the offensive, each rank could count as extra, so for example, if you had 10 spies and your commanders rank in the skill was 5, it would count as having 16 spies(10 spies + 1 commander + rank). I'm sure others can think of some other cool possibilities.
