Nope you cant kill defending diplo units, only attacking diplo units die....

I think diplo units should be able to kill defending units in a city, i highly trained diplo should be able to slip a dagger between some ribs before he is taken down.

Diplos can kill 1-10% of there total number based on random chance and consulate lvls of both towns.
If 100 diplos are sent into a city they may kill 1-10 defenders
If a small number of diplos are sent(1-10) theres a 5% chance that ea unit may kill a unit
If 20 missions are sent of 1 units ea you may kill 1-2 defender if your lucky

i dont think something like this would imbalance the game and it would give a chance to weaken a diplo strong players defence if he is a target

Diplo units should be  given a chance to scout out a target in advance of its mission, the army has raid or attack thereby saving a total of your army. Diplo units dont get this and so either come home safe and sound or are wiped out in total.
Im thinking something like scout and full mission.
In full mission it goes ahead like now but in scout you still send say 100 guys but as they get close to the target they send 10 guys forward to scout if they come back and report all is safe they carry on with the mission, if they dont the other 90 guys come home safe to try it another day.
