Some civilizations encourage cultural and artistic advances. Is there a way to integrate this into the game? Could a player try to build renown by creating an environment that supported science and learning? Would that give certain advantages to the city?

you mean tordil a building that would do science ? and that could give a random bonus on ressources or production ? that could be interesting especially if bonus change randomly from either season to season or maybe per week depending on what the scientist are researching in building

Or what if having great philosophers gave you special advantages in diplomacy?
Great artists would increase your population because people would want to live in such a cultural mecca.

Why should philosophers help thiefs getting better? But yes, some games have some kind of "Mood barometer", which influences productivity of the population... But would be hard to implement in Illy, I fear...
It would be fun, though, if we could engage philosophers to make discussing diplomacy here in the forums more effective

A town which absorbs new peoples should reap cultural benefits, which would be multicultural and that's a bad word in the UK, most seem to hate this very normal and productive phenomenon. Illyriad TOS do not allow me to elaborate.

well maybe those philosopher would be the way to negotiate and have a higher standing with the factions. Or lower standing if it fails ?

How about artistic research to affect how your cities look on the map? Or maybe erecting monuments on sovereignty squares?

Perhaps if you had a really compelling cultural level, neighboring cities would gradually come under its influence.
