There was a problem when you ticked covert ops that the main screen went black.
I had that problem.
Screen went black after you ticked covert.

Its been fixed now.
Working as intended.

I am not sure I understand this: its only useful if you want to attack\reinforce someone who you dont have a nap or alliance with? (and be covert when doing so)

I assumed it would let me attack, reinforce, or do what ever I wanted to who ever I wanted.

My understanding is that the alliance coordination pages/screens/functionality is in progress but once up would allow people in your confederacy to see spy reports and battle reports from your alliance (for example).  Covert ops would keep them from finding out.

I'm sure the Dev's can explain it better.

With the new changes in alliance mechanics, it may also allow attacks against friendly targets, where non-aggression would otherwise be enforced.  I'm hoping it does, though that would also mean there needs to be protection against using this in scale as a way to bypass the cooldown timer when breaking NAPs/Confederacies.  Something like a limit in percentage on the total amount of an alliance's troops allowed to be sent on covert missions within a time period would easily solve that, though.

I can see many uses for this, although all of them would be most suited to either tricksy hobbits or mercs...
Conducting missions that are outlawed by your alliance leaders would be one, or reinforcing a target of your alliance mates in order to maximise their losses before showing your true colours as a mole...

I can see nothing good in it, but for some it may well be a boon to keep hidden what they do from those who place their trust in them...
