I think that there should be a cooldown period between stealing / raiding missions that a player launches against the same town.
I got sad when, watching the map, noticed a realy unlucky town populated under 100, positioned near 2 other "agresive" towns, that have way biger size. This small town was targeted at least 3 times a day from one of them, and at least 1 time by the other.
Stealing and raiding may be a way for one to grov his/her town, but what about those who are victimized systematicaly? Obviusly, they have no chance to grow, and can't even dream about retaliation.
Im impressed by the fact that this unlucky guy, still tries to develop the city, but Im sure that he will leave the game soon. Growing 2-5 population a day, is a bit dissapointing, who would keep it up having 2 leeches succing his blood?
I believe that this is happening to other people also, so, I think that having a "cooldown" period between hostile actions that target the same city, can protect a litle bit those who are powerless.
For those that are basing their growth on those tactics... well, they can try to find other targets, maybe they will have to take some risks, but this is normal i think for someone who chooses to be agresive against others.

I agree and think that once every 12 hours would be a good limit, that would force people as you say to look further afield and take bigger risks it would also stop the endless attacks on small towns right next them.

I partially agree although i believe it would be much better if it was a variable time based on population e.g. if a player is 10X greater than another player then they cant attack at all. 5X greater then say every 12 hrs, 2X every 6 hrs. That way players of equal level can have all out wars.
Also if a player is offline then they should only be able to be attacked by a player once every 12 hrs, although they can be attacked by multiple players in tthis time

I think that you'll find that most larger players will stop raiding a smaller player if they get a message from the smaller player. The general assumption is that an inactive town is fair game and can be raiding with impunity. A quick message - that is polite - will stop almost all raids...

I foresee a problem with limiting to 1 attack per x time. A lot of people like to send 'cannon fodder' units ahead of the main army to clear out harmful runes, with a limitation you could not do this and it would leave your main army open to a potentially crippling rune.
Limiting like this will most likely imbalance the system in favour of turtle players.
I would say maybe limit attacking based on point gaps, for example, you cannot attack a player if you have more than 5x their population. But I don't even think that would work, since it is possible, albeit difficult, to maintain a large military with a low population.
Best idea for that victim player, is to start a new account and hope it's placed in a better position.

I only attack towns that are abandoned. Here are some of the signs a town is ok to continuously raid: Still called New Settlement. Population is under 10. The first criteria I ALWAYS check, because you can get to the point in the tutorial where you name change in about an hour. The second is also good as by the end of newbie protection you can easily have a bigger population then 10, unless you've stopped playing. And to all small players out there being raided, just send a friendly letter to whoevers raiding you asking them to stop. Usually their not evil people and if they realize you haven't abandoned the game they'll leave you alone, usually. Or do what I did and research a killing spell, let them hit it once for laughs, then ask them to stop.

That's a good point, having a killing ward up will usually make attackers think twice before they continue trying to farm you. It's not to difficult to raise a Mage Tower to level 7, and at that point you can research a rune that kills 25 hostiles, that will help immensely.

Offence and defence balance in general, is more complicated so im refering specific to stealing and raiding.
I'm looking at at town populated 86, being costantly attacked from 2 nearby towns, populated 400+, once every about 2 hours. The close one sends slow moving units, probably army, and the one farther prefers fast moving units, probably thieves.
So the targetedl town have no resources left to be developed. Even if it has a vault, there is now way to upgrade it as the vault can't protect the resources needed for its next upgrade.
With no resources, mage tower, wall, army whatever defence is just a joke. Level 7 tower? And books? And cows? ... lmao. Maybe an upgrade of a claypit or something like that will be posible, and anly for low levels. And that, just for the thieves-raiders to get something more at their next attack.
Maybe the owner of the small town, should be online 24/7 to get the chanse to build something when the others go to bed. Dissapointing...
Its the 3rd day that the small town is at 86 population.
Maybe the player is going to make an other acount and start over, hopping that the new town will be at a place with no leeches around, or maybe is he going to start an new acount at another game...
And probably the leeches will soon have a truly inactive town to harvest...

If you are so concerned why don't you help him out with enough resources to get a rune up? Or destroy his attackers for him? Have you even spoken to this victim? Or, in fact, tell him to join an alliance, I'm sure then he can be provided with some kind of aid.
Other than that, I guess sh*t happens huh, not everyone's lucky.
Also, in the end remember, it's just a game, it's not like the guys life is over... and insulting people by calling them leeches because they choose the play the game a certain way is uncalled for. The actions in game are there to be used and chosen if you wish, you don't see me going around calling people wall humping turtles because they choose to play defensively, do you?
