I think that one was meant in the context of a map, like showing that crow confederation has a population of 230,000(Random number by the way) in Norweld and shade it light red. As far as I know the alliance list only gives you a total and not anymore information.
If I am wrong free free to point out.

The Crow map seems to have cities in the water in Newlands. I havent checked their Alliance Maps in a long time but i am pretty sure they dont have cities their.

Thanks for catching that Pellinell I just fixed it. TCol was also missing so I fixed that. Somehow the T-O and TCol layers got deleted
 . Also added mCrow and eCrow to the Crows map. Let me know if you see any other mistakes though.
