Players who used combat against inactives to gain extra resources have lost that edge in the game and something to spend their time doing while logged in.

Combat in this game as it is now is very risky. Attacking other players will bring in alliances and can possibly start a war. When all that was intended was to gain some quick resources, player could be losing cities.

There is the option of sending thieves to get resources from active players but then what do you do with your army, throw it at NPC that (currently) gain nothing but lost troops and some Xp for your commanders or horde your troops till someone gets bored and attacks someone to start a war.

One solution would be to make Raiding anonymous or at least semi-anonymous like diplo units. It would give Raiding some merit in the game and give people a shot at attacking other player their size or larger. << wasnt my idea btw: zangi, lorre,h8 or somebody mentioned it

I feel your pain.  Raided some 0 pop towns near me and was disappointed to find nothing in some of them.

BUT

They are introducing npcs, and with the biome changes there is a lot of upheaval.  I'd give it a couple weeks to see how things end up.  Seems the npcs might be a new source of resources?

I think attacks on npc's should rewards you with more than ep, what about some equipment or gold ?

But keep in mind that you also get commander exp :) And thats worth something also ;-)
