   I think a change in Sovereignty would improve the game.Change the Sovereignty unkeep cost to 10*distance and add the gold unkeep to the structures.
I think the game would be better if player would be able to claims 20-40 squares without any bonus if no building are placed, that will create some friction between players and alliances.

You can add some limit to claims, like:
-you've to claim a territory near an already claimed territory or a city
-an unkeep of  2^distance (exponential)
