A suggestion for solving this problem ("no superuser in alliance")

Where all in the top tank in an alliance have been inactive for a week, two 'challlangers' are required to begin a 'challenge'. This 'challenge' is announced to the alliance, and must be cancelled by the inactive top-rank players.

If the challenge is not cancelled, the two challengers will have their rank promoted.
