cant revive all commanders after server down

   hello devs,

petition ticket : 13139
i was reviving my 4th commander via cell phone, the server went down (no response, internet was ok). 
the 4th did revive but then i can't revive the 5th, saying that 'You can only support 5 commanders alive or resurrecting at the same time, with your current level of military technology.'. the town has Warcraft researched
do i encounter a bug and what should i do? thanks
