In my opinion you have guessed correctly. However, I wouldn't call it unfair. You're not going to get rich over night getting 3 wolf furs for 1 gold each at a local hub. And if someone was foolish enough to sell something valuable for cheap then so be it.

Illy has the most helpful Global Chat you will ever find. Within anyone's first hour of playing they will receive tons of basic res, advice and links to to beginner guides in the forum. There's hardly a newb question that goes on unanswered. If they weren't sure about a price then they should have asked.

Also used as an aggregation tool for central alliance repository of resources. 

If an alliance has an abundance of cows and doesn't want some magic to make them disappear, they need to send them to a hub. It is far easier to accept buy orders than to manually dispatch resources to a hub and then transfer them to another player. Or to transport them to another player then have the other player transfer to hub.
