Just update those petitions with any information you can; browser type, if you tried something else, humidity, etc etc etc.... the more the better. If several of you are experiencing it, please gather the petition numbers OR player names (or both in a nice list!) and send them to me. 

Normally I try to gather problems and send them along, but it's easy to miss someone. Thanks!

I am one in VICX who has experienced this problem.
I reduced 9 sovs at least 1 level and lost C.O.E. discount. The discount was regained upon reestablishing claim. Rebuild time of 20th level of C.O.E. is 6d 18h 30m unless prestige is used. I am glad I was not lowering a level 5 sov. There is no prestige to speed up claims. Not to fond of using prestige for one building.
Maybe have a seperate space for level one claims rather then running the configuration for level 1 within the same loop of all levels.

I can confirm that this bug still hasn't been fixed - Petition 11401 - and I have had it reported to me by several members of Vicx - who I believe also have petitions on the subject.  
I can also confirm that taking the chancery down a level and then building it back up fixes it, which proves the automatic system isn't working as it should.  
Although taking the chancery down and up fixes it, its a bit costly in terms of resources and time to fix a known, and at least a 1 and a half year old bug, that way.
Hopefully this will be looked at.

Try leveling up or down a Chancery of Estates. 

I had this happen once before and got the discount to reappear by building a second Chancery of Estates(L1 then demolished) though I imagine leveling up or down the first would also cause the system to recalculate sovereignty cost and apply the discount.

I post this here to let players be aware of this bug since it is a negative effect.

When you cancel at least a level of sovereignty on a square, the bonus from Chancery of Estates is not computed in determining the new sovereignty cost (hence you lose the bonus on that square).
