It is the visual alert for DurcTools. It shows that a production queue you were monitoring has ended. You can disable it in the tool preferences by unchecking the Visual Alert checkbox.

This has to be a Mozilla or Steam thing as it doesn't appear in any other browser.. at least there's no sound. but I wish it would stop waving back and forth
