Base Spell Ranges

   Alright, I'm wondering if there's some way to find out what the base ranges for casting spells is. I know it says that Gift of Earth has a base range of 10, but yet I can cast the spell 1500 squares away, so I'm asking if the base range stated when a spell is cast isn't the actual base range, then what is. And if that is the base range, well that works too, As long as I get a good answer! 
I'm not just asking about one spell either, all spells with range.

	Some of my alliance mates appear to be hitting range limits that match the values of base range + modifiers. It may be that some spells aren't properly restricted, and it is possible to have active spells beyond that range due to the use of city teleportation.
