Bad Math in Upkeep?

   Well, I am pretty sure at this point it is either
1) bad coding in the "ALLIANCE TAX"
or 
2) a "bonus" for being human

My second town has the same problem- with NO army or diplo units, it still had -1 gold total upkeep, and +2 gold in the overhead view.
So it certainly appears to me I am paying the Alliance tax twice, and getting re-imbursed for double the tax.  Which means my alliance (and yours also?) is getting free money.
