The word in the taverns of Illyriad is that the wise commander can avoid any risk of assassination by declining an offer of a commission in his Lord's armies in favour of a life of dissipation in his Lord's taverns. While some may see this as a self-serving tale spread by washed-up inebriates, it should be noted that it only takes a brief head-dunking in a cask of cold water to sober these gentlemen up and ready them for battle, should his Lordship order them to command an army for the glory of a clash of arms, rather than the drudgery of training the rank and file.
My question is in two parts. Firstly, is the supposed invulnerability afforded to dissolute commanders a real phenomenon, or has anyone had a commander not in command of an army, or division, assassinated by enemies known or unknown? Secondly, assuming that this phenomenon is real, is it an intended feature of our great Creator Crow, or an errant feather in his glorious plumage that requires a bit of straightening?

Only the game devs could answer your second question. As to the first, that is correct: if you unassign your commanders from armies while home, they cannot be assassinated.
It's also worth noting that commanders cannot (to this point) be assassinated in the field, i.e. in an encamped army. They can only be assassinated when 1) attached to an army that is 2) in a city. So, this also applies if you send reinforcements to an alliance mate's city as well -- the commanders in that army would be vulnerable to assassination. Here's hoping that someday commanders are made vulnerable to assination in the field as well.

As to whether it's intentional, the developers definitely know that this is happening and have for years, and haven't done anything about it, which means that either 1) they like it or 2) they do not hate it enough to do anything about it.
It does make it a little easier to preserve commanders in cities, although of course the alternative would be to dodge assassins by sending armies out of the cities (less convenient). The main use for assassins, other than random griefer attacks, is in cities with substantial reinforcing forces from other cities and players. Those commanders cannot be removed and thus are sitting ducks. Apparently they are not allowed to visit the tavern.
