Are elves Facists?

   I like your half elfe Idea.This allows for a lot of caste to appear;
Half elfe, Full elfe, noble elfe, crown elfe.

We can then create background story for the npc faction, like;

A gathering of half elves who rebel against the caste system, they would be more incline towards setting ambush against any elve and human.
(they would be upset against human as well since those rejected them out of fear of their super human (elven) agility)

A noble elve and his personnal army trying to reach glory by defending the crown's territory.

I don't know how npc army works, but I expect if they can have commander, then the rebel would have a bad commander, whereas the noble would have an awsome commander.

	The heart of elven territory is totally facist. (the cities) But the outer regions are totally communists. (sovereign squares) This is because the outer squares have mostly disgusting vermin races that the elves don't care about. So they don't govern them as well as totally xenophobic super-government elves would.
	I am not amused.
