The base time given to complete an Architects' Office is always wrong, except for Level 1 (merely having an Architects' Office means that anything built afterwards has the time discount applied). So, the times stated on level 2, and on subsequent levels, are never accurate.
However, this is completely the opposite to how building (and project management) works in real life - these things nearly always take longer than stated, especially if you're trying to get anything done in a brewery.
So, in Illy, we shouldn't believe what architects tell us. They're only trying to impress us with the times stated for their own offices, when they know they'll be able to build it faster. It suggests they're using techniques on their own buildings, that they're not willing to apply to the rest of the glorious city they're paid to help create! I would expect infighting among architects, design competitions, and goodness only knows what else (like other specialist consultants telling them "You, you... can't do that!"), especially on their own building, which is a matter of great personal pride (or having to take a dose of their own medicine).
