Imo you can not compete, lore or grafics  of singe play game, and factions that what they try to.
It's a multi-player game that what make it spetial, the only way is give motivation for interaction between the players via of both compete and  co operate.

Introduce Dev run tourneys with limited addition items for prizes such as a new skin for a town (1 use?), Commander exp boost, ect. Anything that would drive people to want to participate and foster competition. Maybe a global challenge to kill X amount of hellspawn with participants getting a limited medal or timed boost to resources. 

I feel there's plenty that could be done without destroying the underlying fundamentals of illy
