Actually that is one thing that excites me about the new buildings, they cost basic resources to maintain and thus should logically make basics more valuable and red numbers less common. Right now sov for building advanced goods and military units does that as well, but few players utilize those abilities on a truly epic scale. If the new buildings require lots of resources and are actually worthwhile they will do a lot to change the dynamic of the game for established players.

Some of my members who count on moving the second they get the opportunity have voiced their frustration with the wait - their cities are "stuck" at level 12 untill the move can happen and it is rather killing the fun of the game to be locked in uncertainty of when the move will come so that they can get on with their game.
Cant you just release the migration ability, and if people make the wrong choices in regards to moving then they can always move again.
This last moment postponing things is not helping morale.

last I heard, moving was one of the things they're still working on -- the other "chunks" are likely what is done. They held up the other changes to allow for moving, not vice versa.

I based my statement on a remark from GM TC who said a few days ago "back to working on moving cities." It's possible he meant the changes in a general sense.
Deep are the ways of devs and clever must we be to interpret ...
