Add 'promote' as an option in alliance roles

Right now there is an option:  

"SuperUser (Edit Roles & Assign Members to Roles)"

There should be an option  "Promote:  Assign Members to Roles no higher than your own role."

low-level promotion is something that it makes sense for the leader to delegate, potentially to a whole hierarchy of people.  However it makes no sense that anyone who can promote can also change their own role  and give themselves new powers, which is currently the case.

And similarly you could demote people who currently have strictly lower ranks... either as a separate category or part of the same one. 

The other parts of  SuperUser could also be broken up into smaller more useful categories.  such as  'view member roles, edit lower hierarchy member roles, etc.)  This would be nice though not as important as the ability to promote/demote.
