Let us put this in simpler terms. 



Edit:  The "Do Not Settle" arrows continue into infinity.  I just didn't want to make a 2k X 2k map.

No I understood why you guys in Dlords published this notification but my comment you quoted there was directed at those that turned this from 1 page to 13, debating over settlement and sov rights and claims etc.

By publicly stating how we stand in the matter, we can always refer to this thread when there is a diplomatic issue regarding city-placements.

I'd hate to ask this, but hasn't this been deeply debated before this topic? I think the end answer is always "ask those that issued the claim", "there's another city within my claim *grumble*  I'll cope.." or "if you feel you have a claim and the other side doesn't see it, remove the other city".

No matter how you debate it you will come to these three options, so aren't we all just wasting time ?

If I'm in the newer town I'd wonder why the older town doesn't claim sov before me, but...

...yes, it sounds friendlier than a general 10sq "rule", and it covers one example given by HM.

So the overlap wont matter because he gets the squares anyway. Which would probably discourage people moving that close to people more than the 10 square thing, because it;s then even more apparent that you're limiting your growth. Plus 5 is a smaller number, so at first glace it doesn't look as bad. =P
