Captured and Lost Sovereignty

Sovereignty that was lost due to lack of resources would partially hang around. 

However, when you tried to do anything with it, it would tell you it did not belong to you. The general circumstances this would happen in was a city capture. The siege would generally reduce the resources to the sieged town to a level where the sovereignty could no longer be supported and it would move into this "limbo" mode.

All this "limbo" sovereignty has now been removed, non-"limbo" sovereignty captured in this way still remains.

CITY CAPTURES
Now when a city is captured it looses all sovereignty due to the change in city ownership.
