   1) Yes and yes.  Mark of Fear isn't really useful at any stage.

2) The secondary "all other resources" amount specified by the vault applies to all types of equipment, including spears.  I believe the amount increases by 2 per level, so at level one you can protect 2 spears.  Woo!  Early vault levels are quite cheap, so it's well worth your while to keep your vault developed enough to protect your secondary resources enough to have on hand what you need.  Sell or spend excess.  Equipment is very juicy bait for bullies, so don't leave any laying around.

	Does the mark of fear allow any hostile diplomatic units to go back to the owner? Can't they just resend them? Would the mark of slaying be the best choice for a newbie? Can the vault protect advanced resources like spears? How much at level 1? Thanks everyone!
