I expect this could be used to send attacks that land while the player is asleep.
This suggestion might have a chance if it were limited to viewing your own alliance - but that page is quite crammed as-is (with the addition of the towns).

Seems more helpful and practical to just ask your alliance members when they're on. As you said, even if the game did know where everyone lived, it's not always indicative of what their actual play patterns are. Also, I'm not sure where it would even get that information.

I don't see this as being a very useful feature. Alliance mates get to know each other and learn when other people are on. If this is important for a particular alliance for some reason, people could be encouraged to post the information in the alliance forum without the need for the developers to do anything.
I can think of a lot of other things I'd rather see first.
