I know that there was a thread on this subject somewhere in the past, but how have the top 10 cities by population changed since the new buildings have been implemented?

I suppose it depends on what you rate a top city by. 

If only population is the criteria (as of 2/11/2012)

No, I'm guessing that BLH has the four military buildings and two geno's towers, which he replaced the vault, brewery, tavern, and three other production buildings with.  

The max you can technically get in each city is 43800.

There is one very large xml file available on server (updated daily) that can be programmatically processed to make such lists. It contains info about every town (like town name, population, player, ...)
