There must be conditions I didn't meet, perhaps, since I had armies out battling skeletons on the last night of the tourney and never received this message. I only hope this it was just flavor text and doesn't disqualify me from whatever mayhem ensues from this mysterious missive. - D

I think it's pretty clear this note related to reinforcement of armies at standing stones by mercenaries from Crimson Dawn during the last battle of the tourney.
