If his city has a pop of 3377, isn't he experienced enough to exodus?

i exodused my city at around 2000 pop. then again, i did by my own will and with the help of my Alliance mates.
getting warehouse up to 20 is a costly task and you would likely need Res gifts to get it done in a reasonable time.
not so good if you trying to force someone away.

Looks like Natalas has left the game.

We've knocked his walls down, and if he returns to the game we'll be inclined to "request" that he "remain demilitarized until you Exodus".
