I have a friend that is trying to outfit 10k archers with Riding horses. we were only able to aquire about 3k after 1 week of searching and buying up all the ones in the market.

But outfitting troops with complete sets of armor for each unit is just to costly and takes to long. It is really hard to find large amounts of anything. Hubs are so hard to get at, that over 2k of those riding horses were bought outside of the market.

With a specialised lvl20 workshop it is actually do-able to equip a mid sized army, by that I mean 10-20k.  It just comes down to whether you are willing to put the effort into it, as it is costly in time, and troops if you need to hunt for the resources to make the equipment.

However I do agree that T3 resources would be used more if 1 item equiped more than 1 troop.  But I think 5 or 10 troops per item would be plenty.
