Does (Suspended) indicate that a player is inactive? If not, how do you tell?

Suspended means that the account has been closed. It may have been abandoned willfully or closed by the GMs for violations. Usually it's the former.

You've got to watch them for a while, and if there's no pop change in two or three weeks then it's a fair guess they're MIA.

Watch their population and see if it changes. Send them a mail in game, asking politely if they are active. Wait at least 7 days. If you get no response and see no population change, then they are probably inactive.

Inactive players who aren't suspended might come back to their account, however, so be prepared for that. Also, if they are part of an alliance, even if they seem inactive, it is prudent to consult with their alliance leaders before, say, laying siege to their cities.

There are some inconclusive indicators for inactive (but not obviously suspended) accounts:  Pop below X for some value of X not changing, empty profile, hamlet name "new settlement", no alliance, only one town for the given player, master spies reporting an empty build and empty research queue.  Example, I consider pop less than 100 without rainbow as "suspicious", but that alone is not clear enough for an inactivity raid.

Suspended accounts are awesome target practice for newbs and large ones are nice sources for new cities.  However, they open up a number of potential exploits, one of which I've brought to the attention of the developers via petition.

The "Abandon Account" feature is a double-edged sword.  Probably overall the game is better for it, and it surely must save a lot of time for the developers who don't have to manually remove accounts for people who want to ragequit or start over.

Well, none of those things are against the rules, so I don't see why you think the Dev's should intervene on your behalf.  Even if they did create an alt specifically to block a siege on their city, that is completely legitimate.  And it's hardly an exploit, since you give up so much in lost sovereignty closing off the eight spaces closest to your town.  More like a trade off, which the seem happy with based on the existence of one space islands.
