How to get Inquisitive Populace

   I've been doing 2 to 3 diplo quests every day for 3 months straight. I always send out 10 t2 scouts at a time. No luck. Am I doing something wrong, or am I just unlucky?

	I only have inquisitive populace in three of my eight towns. I've done a ridiculous enough quantity of quests that I am currently at 124 in the global rankings for quests. I haven't done anything different in the towns that do have inquisitive populace as I have done in the towns that don't. Thus I conclude that you have some way to go before you can claim to be unlucky. So sorry.
