I don't think that we should necessarily see the Flame as a threat. He stands for freedom over tyranny, the individual rights of everyone.
Note: I am speaking here for myself, not in any official role as Council Geographer. Nevertheless, I don't think we should reflexively assume that the Flame taking over would be a bad thing. I mean, sure, he has highly negative relationships with everyone, but people keep saying how friction is a good thing, right?
