   It is possible to build up troops via the quests without having researched the Tannery and the Blacksmith!

As long as you have the appropriate Military Skill e.g. Militia, Infantry etc.. you can either trade for the necessary equipment to produce them (though not sure anyone has a market place that high yet needs to be 10+) or get them through the quests.
