   I'd like to see an at-a-glance list of buildings in a town that can be upgraded.  A page that looks something like the list of buildings shown when clicking on an empty plot.  If resources to upgrade are available, the building shows up on the list with an upgrade button.  This saves some effort from clicking on several buildings just to see "insufficient resources" when building a city.

Alternately, the hover text for buildings could include whether resources are sufficient for upgrade or not.
