So here is my scenario:
1. I am Dwarven. 2. The slowest moving unit speed is 6 (discounting siege). 3. I have the Halbradiers in a unit commanded by a Halbradier with a 35% Divisional Movement Bonus. 4. My army still moves at 6.
Questions:
1. Shouldn't my army be moving at least 7 squares of speed as opposed to the 6? 2. What am I doing wrong/what can I do to fix this and increase travel speed?

Just for clarity, you do realise that divisional speed bonus is not army speed bonus, yeah?
Have you tried moving your division into a separate army and seeing what the movement speed is. Ie take your Halbardiers and commander out of your current army and create a new one. If it is still 6 then open up a petition. If it's not, you missed a unit in another division. However, you said discounting siege; do you have siege equipment in the army? Does speed bonus apply to siege units?

Yes, I understand that it is Divisional Speed, but the rest of my army should be moving at a minimum of 7 squares speed, so I figured that the Halbradier Division should speed up and match the speed of the rest of the army?
Am I correct with that statement?

Well without divulging the contents of your army I'll assume yes. Just run a quick test though, put them in a new army like I said and just see what the speed is.

are any of your other commanders halberders also? because they would also move at a max speed of 6

This is true, you have to check this one. Another thing that you need to check is do you have any halbradiers in other division? Maybe you accidentally put one or more halbradiers in other division.

As a dwarf I can confirm that if all of your t2 spear guys are in their own division with a bonused commander and non of your commanders are t2 spearmen then you will have a movement speed of 7

Wait, what? T2 spearmen aka halbardiers have a movement speed of 6, did you mean 6 or you got 7? Just to confirm, because I am baffled at that, movement speed bonus is applied to halbardiers regardless of commander type. I got it, no reason you can't. As I already said, double check by moving them to a separate army. This isn't rocket science really.
