   Why it is sounds like you lack the proper research.  If you want to build an engineering yard, you need to have researched wheelwrights first.  Only you can answer if it's wasting your time or not with a jousting yard instead.

	I have a level 5 sov sq that has as its bonus for siege blocks per level of engineering yard. I currently have a level 4 jousting yard here because there is no option under buildings to construct for an Engineering Yard. Why is this and am I wasting my res and gold supporting the jousting yard? ty.
