Are there instructions somewhere on how to create/change a city into Runemaster and/or Geomanser cities? Ty

Geomancer city: 3x geomancer retreats 20, mage tower 20. That gives a +22% food bonus instead of +8% on Nature's Bounty. Each retreat (at 20) consumes 700 wood, 2300 clay, 1500 stone per hour. So you probably want a 5 clay city for your geomancy center. Each retreat also consumes 220 mana per hour, not including the mana upkeep of each geomancy spell on each target city, so this particular town will probably also end up with 50% taxes or less when it's fully built.

The other thing you want to consider with geomancer cities is that you need them to be within 100 squares of the cities you want to cast geo spells on. So choose a location central to your cities.
A geo city with 3 towers can support I think 7 spells without running negative on mana (haven't done the math on that lately) ... I use 2 towers in my cities so I can cast more spells. Of course many established cities have massive mana reserves so running a bit negative on mana is not an issue.

Like the Vault, the Runemaster Grounding is a specialized defensive tool for a city under heavy diplomat harassment or intense troop PvP. It's not something that most players would find useful under normal Illyriad conditions.

To build a second tower what level does the first tower need to be? I have all my research done but am unable to start a second tower. Ty

She means a city with three geomancers' retreats in it.
