Yes Rill, creating a cool-down feature on abandoning (5 days from the moment it was abandoned) could also take care of the abuse...

Facts are facts:
Actually, the exodus gambit didn't work due to the rampant bugs in the initial roll out. It was the use of Tenaril of a 5 pop alt that was able to secure StJude's city from being sieged directly on the two square island.
Mind you, this interaction did spark a number of quick changes to both Exodus and Tenaril that helped clear up a number of uses the devs did not intend.

Now that idea I like too. It would fall in line with not being able to send out an army ir diplomatic force 5 days after exodus'ing a town.

Being able to abandon a town in a condition that leaves it unowned sounds pretty good to me.
A potential issue I could see with this would be people "seeding" the map with such towns in order to prevent others from Tenariling or Exodusing to a location. Sure, the towns could be sieged down, but that is time-consuming.
Such cities could also be placed around a city as a second "wall" to prevent sieges. I am reminded of StJude's gambit of using an alt to Tenaril a city next to his own on a two-square island.
Perhaps if the population of the town were over 0, it would have to be in the location for at least 5 days prior to being abandoned?

I am not sure I agree with an abandoned city being capturable without lowering its population first. It does sound like an exploit for meta-gamers. However, I haven't heard hardly any negative feedback to this proposed game enhancement.

Works for me, we already know that factions will "soon" (as of 2010-08) recall who attacked them, and fight back, or remove trading favours from their enemies.

Or how about this, if a town becomes abandoned, it becomes part of a faction? Perhaps the closest by distance? and that town could build itself over time, and act as if it's in that faction?
This IMO would give the aggressive players a run for their money...
