I think it's pretty clear this note related to reinforcement of armies at standing stones by mercenaries from Crimson Dawn during the last battle of the tourney.

There must be conditions I didn't meet, perhaps, since I had armies out battling skeletons on the last night of the tourney and never received this message.
I only hope this it was just flavor text and doesn't disqualify me from whatever mayhem ensues from this mysterious missive.

I didn't get the note because I had no tavern in the participating cities.
Maybe taverns is useful for something after all ?
EDIT: I did get the message even I did not have taverns .... I had just missed it in all the battle reports.

I did a little (literally about 5mins) digging, and suspect it may be from survivors of, or agents seeking the rebirth of, the Tenaril faction.
The intonation of the letter is openly hostile towards the Circle of Five, and there is no love lost between the two factions (-40 standing) and the lightning bolt motif can allude to their home of Stormstone deep in the south of Illyria (-43|-973).
I'll be sending scouts, however this may take some time, as I'm far to the north.

The message is signed with a wax seal of a forked lightning bolt.
I imagine that there is a faction out there with such symbols.
