The most important thing is to be surrounded by plains.
Bows suck in forest. Mountains are best for bows. Infantry gets a minor defensive buff on mountain as well. Regardless of what terrain you end up on, it's best to not defend with a large portion of your army when you're being attacked. Save your troops for hitting sieges, only leave a few elites in your city and dodge with the main army.

I am researching and getting ready to move my cities so placement is important to me as I don't want to make a mistake. I am not interested in city size so much as in defense. I know lvl7 food plots are necessary for size. But I want to lean toward military defensive cities for spears, cavs, and bows. I read that lvl 5 food plots on mountains are best for defense with proper sov sqs for the unit types built near it. Let's say I have the correct military bldgs for the unit I am building in town and supporting sov for that unit. To defend properly should I be looking for lvl5 food on large mountains/small mountains? I know cavs are best for plains, bows for forests, etc. But, am I better off for defense on a mountin despite the troop type? I am a Dwarf and an Elf.
